Aldmeri Dominion (Khajiit)
We all see the rising numbers of the ebonheart pact fairly quickly. They have the advantage in numbers because so many players want to be either a Nord or Dunmer. If the EP became too strong do you think they would allow both Aldemeri Dominion and Daggerfall Covenant to join a temporary alliance and Destroy EP?

Ebonheart Pact (Dunmer)
Creating a two faction alliance is the responsibility of the player base. You create the requisite relationships yourself. Friendship and betrayal are core concepts at play. The game won't hold your hand in making alliances with a GUI or anything like that, if history is indicative of their plans.

Well when it would come to war one side would just start killing the other team. Plus there's no communication between alliances so it would be difficult to just imply there's a mutual agreement.

That's the point. Relationships and betrayal. It's your job to make friends, if they don't want to follow the plan to the letter, you're out of luck. Think of EVE and DAoC. People band together when necessary; what comes out of that relationship is a different story.
