The seven commandments of the Citadel of Ebonarm, located in Hammerfell. Comments as explanation by the Inner Circle of the Citadel.

Preamble

0. Please Ebonarm and the Citadel

You are a servant of two masters. One is a God, who does not care. One is the Citadel, who does. But. The truth is sometimes you are the servant of three masters, of countless masters. Loyality is a lie. Your life belongs to Ebonarm and to the Citadel.

The Four Ebony Commandments

1. You fight to shed blood

To shed blood is your sacred duty. Ebonarm yearns for the mortals' gore as he shed his own – for us. Look at the weapon in your hand, the armor over your muscles. This is the blood of our god. His thirst is what drives us, what drives war. In every red puddles on the battle field you can see a smile. Aslong by violence, the Master of Slaughter does not care whose blood is spilled.

But we do. You are not a butcher or a knacker. You do not mindlessly spill the blood of mindless animals. The Citadel is a group of fighters, men and women of ebony, our god´s blood. If an animal attacks you, kill it. We spill blood of men and mer in combat and only in combat. This is our sacred duty.

2.You fight to kill.

To kill is your even more sacred duty. It is what Ebonarm demands. Spilling of blood pleases him. The more pleases him murder and violence. For he rides on War Master and laughs about the blood shed and death below. But even without us, the Citadel, there are countless lives ended in war and Ebonarm laughes. Even if he is his enemy and he hates him, the Black Glass Sphinx does not care for the weak and unworthy Stendarr, corrupting strong arms with the lie of grace.

But we do. Kill the ones who grovel, who cry for mercy. They are unworthy to live, as they were unable to kill you. And kill the ones who show mercy and want to spare you. For they are unable to kill you. Both are unworthy in our eyes. Their violent death pleases the Black Ebony Soul anyway.

3. If you can´t kill, die

Your failure pleases the one who rejoices in bloody murder as much as does your victory. The death of both, you and your opponent, pleases him twice. Blood is shed and soaks the ground, lives are ended and pierce the sky. For Ebonarm, violent death is all the same. He will laugh upon your defeat and end and will love you. Ebonarm won´t find you unworthy.

But we will. The ones who remain will find you weak and unworthy. You will be forgotten. Nothing to remember, no grave to dig. You will fall to the blood-soaked soil and Ebonarm's ravens will consume you.

4. You fight with your own strength

Of the Ebony Commandments, this is the most important. Violence is the end of life. It has to be to please Ebonarm. He once was a victim of treachury, but he escaped by ending himself and shedding his blood. Now he only glories in the mortal´s violent death. But there are countless ways a life might end without violence: Dissease, Accident, High Age or Magic. The first three are a matter of fate and Ebonarm has to struggle with the other Gods to change these. But. The Merciless hates magic. As he hates the Daedra. For mortal deaths caused by these he can not relish. Their blood might be shed, but their soul will never pierce the sky. Where there are Daedra, mortal death is wasted, for it does not please Ebonarm. We are not allowed to bargain with the lords of Oblivion. We need to use our weapons and our own strenght to end our opponents life violently, to please our master and thank him for his sacrifice.

The Two Citadel Commandments

5. You fight to win

Ebonarm does not care for what we are fighting for. War is always baseless. But. Victory is what you seek. Not virtue. There are lies told in the East. Lies about reason and glory in war, honour in death. The ones who believe in this are dreamer voices, weak and unworthy. Ebonarm showed us the truth and smiled. Your desire is the end of your opponent and nothing else. The Black Mask does not care how it´s done.

But we do. Use your mind when strength fails. Fight dirty – we approve this – if your arm is not enough. Even use magic, if you can. But the death stroke must be done by your weapon, by your hand, by your arm. For this is the only violence.

6. You fight for good battle.

Ebonarm would love to see thousands slaughtered, with or without weapons in their hands. The world burning in its four corners, burning of violence and death – this is his dream. For laughingly the Thunderous Horseman in the Sky witnesses the gore. Ebonarm does not care whose blood is shed and life is ended.

But we do. Never choose an unworthy opponent. Your arm shall not be wasted on the weak. And if one, who is deemed unworthy, pulls his weapons against you, don´t kill him. Show him his weakness. Humiliate him in the name of the Citadel. Shed his blood to please the Ebon Arm. Also, you will never join a battle, which is not a battle. We are no cowardly assassins, who steal lives like thieves in the night. This little violence does not please the Master of the War Master.

The mundane Commandment

7. You fight for good gold.

The Ebony Commandments name the only two reasons for a battle: To shed blood and to kill. The Citadel added a third reason: To win. But. There is the world, full of weaklings and the unworthy. They seek reasons, which are not. And they add reasons which are lies. Yet, they invent reasons for war, for blood shed and killing. And we all live under the same sky Ebonarm rides in and laughs. So we, the Citadel, has to venture out into the world, to shed blood for their reasons we can only smile upon.

You are allowed to sell your arm to strangers. To be a mercenary. To bring death upon the ones, the strangre is not able to kill. These strangers are the countless masters you will serve. But you will only serve your coin master aslong as you do not violate any of the Ebony or Citadel commandments.

For your life belongs to Ebonarm and to the Citadel.

Who knocked Yokuda off the maps?

You do have a problem though.

If you start from commandment 0 to commandment 7 like you did, you have a total of 8 commandments not 7. Unless the 0 one is actually not a commandment.

It´s one preambel and 7 commandments. 4 given by Ebonarm himself or interpreted from his being, 2 given by the Citadel, to contain the violence which would arise from the first 4 and 1 last, which manages the relationship between the members of the Citadel and the rest of the world.

As mentioned, a Citadel member has his loyality divided by three (Ebonarm, Citadel, (merc) client). This causes quite a challange to ones understanding of loyality. So the inner circle decided to make it clear right in the beginning that a member´s allegiance is only reserved for Ebonarm and the Citadel. It´s like the preamble of a constitution.

You are right, if I didn´t ticketed the preambel with a 'zero' there wouldn´t have been a problem. But, the 'null' is quite important for the deep TES lore (well, no), compare to zero summing. The '0' is just an easter egg hinting at it.
