Just wondering how it will work. Will we have to scroll through skills or will it be a hotkey setup like Oblivion? Perhaps theres a third way and I just can't pick it out? And I am talking about console version in case you missed the title

Which is more difficult: To do as you wish? Or to have power and choose not to?

It'll be hotkeyed just like PC, but instead of keys being 1-5 it'll be A, B, X, Y, or whatever they decide to map it to.

What will the controls be for jumping and action and everything then? The directionalpad hotkey is the only way I can see without interfering with true elderscrolls UI

There's enough buttons on a controller to make it work. As far as the exact mapping goes we don't know. But it will work. Common speculation is using left trigger or something to switch between hot bars, etc.

DC Universe Online has 8 skills with the first four as L2 + circle, square, etc. and the second four with R2 and a button, would be cool for it to be something like that. Maybe R1 L1 so you can still use R2 and L2 to swing and block.

I'm hoping for something like

R1 - Right hand
R2 - Use Item (Potions etc)
L1 - Left hand
L2 - Cycle D-pad spell assignments
D Pad - Cast Spells

X - Jump
^ - Menu / Inventory
[] - Social / quick command reel(for tactical info)
O - Map or Social button maybe?

That still leaves you with L3 and R3 available for use as well. Hoping they allow customization too.

Take a look at how Final Fantasy 14 has done it (it works EXTREMELY well). You have access to 8 skills on a whim not counting rotating through your skill bars. With a bit of muscle memory I had 16 skills memorized which is all you could need in that game. I could EASILY call on any of them whenever needed. This is how I potentially see it (a slight modification from the FF14 system):

R1 - Switch between "normal" and "skill" mode. Hold for skill mode.
R2 - Attack with weapon
Dpad - Whatever is missing from this list based on release game mechanics. Items maybe?

Normal mode:
L1 - Weapon swap
L2 - Block
Right face buttons handle menu navigation, jumping, interaction, hold to dodge in a direction, etc.

Skill mode:
L1 - Ultimate
L2 - A skill
Face buttons - 4 skills

There you go, all 5 skills plus your ultimate as well as any of the normal basic actions ready to use on-call. For those who are about to whine about being too lazy to press a button while holding another for a fraction of a second: It doesn't take any more time (and is in fact more accurate/quicker from my experience with FF14's control scheme) than having reach up with that one free finger on the keyboard to press a hotkey or to drag a mouse across the screen to click on an icon.

I would like to play this on PC with a controller, at least the PvE portion of the game.

this seems like the most likely configuration to me

I like that layout from FF XIV but how will our social system work? through the controller keyboard add, and presumably the headsets?

It should be different It's a MMO now, this Is a Pc version. If the UI Is to dedicated to the console style then It will be bad for the Pc version.
