It is going to be a subscription-based game, which is better in the long-term for numerous reasons.

1. It keeps out many societal undesirables, such as free-loaders, that only take everything for granted and the people most likely to bitch because no one around wants to be their Mcdonalds (what? never heard of a business adjusting prices just to exclude certain customers? that just means you've not been around long enough). 'sides, the mass majority of F2P/B2P advocates are mere hypocrites that are the least likely to buy anything from a cash shop, while the average MMO player will be spending even more money on any scale when a game is F2P.

2. Devs are guaranteed a stable base of pay they can base their budget around; while cash shops can generate more money, they only do so when there is focus put on the cash shop, meaning that devs are forced to focus on putting more stuff out as cash-shop items.

3. Subscription fees are what gives entitlement to expectations of annual improvements. Not cash shop items - for they only entitle one to a in-game item copy.

I fully agree with Cydramech. I would not be nearly so excited about this game if it was a free-to-play even though we will be unlikely to afford it when the game comes out.
Because they aren't going to be needing to push people towards a cash shop to get money, they are able to have ALL game content available for every player so long as you are willing to advance far enough in level, strength, and storyline. If you can survive encounters, you can go there.
Some F2P games I've played recently: Spiral Knights, HAWKEN, and Dragon's Prophet.
In spiral Knights, the wife and I experience all non-event content to be seen in the MMO in the first month or two except what is locked off to anybody unwilling to use their cash shop. Even the publicly accessible areas have locked gates with treasure or other content behind them requiring cash shop to get to.
Dragon's Prophet looks a lot better than many MMOs I've seen, but there is too much emphasis on graphics while leaving grammar, text-to-speech matching(words shown don't match what they say), zero tutorial information, no storyline I could find, and the bugs were more than a challenge. The crafting system was useless as the simplest materials were hard to find. You had to make items then break them down again and hope to get the improved recipe (I think the odds were in the area of 5% per try). By the time you could make something worth wearing, your skill level was beyond that, or your character needed something more...if he hadn't found better already.
Hawken is in open Beta, but you wouldn't tell by playing it. There are very few bugs, but there isn't much to the game. Multiplayer Mech-based first person shooting game, recently got a co-op vs bots mode. It's fun in its simplicity, and the only things locked off from non-paying players are cosmetic. When you can change your mech to look like something else, the opponent is going to react differently in a fight. People who pay can start out with the same mechs/equipment long time veterans earned. Frustrations abound from unwelcome game changes, infrequent updates, very little content, and game style changing to match that of Battlefield, Medal of Honor, and other such games.

Oh, and the fee starts at $15 a month, but Zenimax is working on options. World of Warcraft, for instance, gave discounts per month if you paid for 3, 6, or 12 month periods instead of one at a time.

The Sub system Is the best and works out for the better In almost all cases. Subs Is the way to go. Besides SUBS taste great. Steak and Cheese with Xtra cheese and tomatoes, ah ok wrong Sub but It still tastes great !

Most people that are familiar with MMO's and their development process and costs knew ESO would be sub-based. I do think it will be interesting to see how ESO does on console with the sub model, since most concole gamers are unaccustomed to paying a monthly fee.

I would also like to add that a pastrami sub with provolone, extra mustard, and pickles is my preferred "sub" of choice atm.
