The reason for this is because Jorunn the skald king becomes high king 2E 583.
I learnt this on Elder Scrolls wiki.
I put a list of high kings here:

◾Ysgramor - late Merethic Era.
◾Harald (1E 143 - 1E 221)
◾Vrage - (1E 221 - 1E 2?)
◾Gellir - (1E 2? - 1E ?)
◾Borgas - (1E ? - 1E 369)
◾Olaf One-Eye (1E 420 - 1E 452)
◾Kjoric the White (1E ? - 1E 478)
◾Hoag Merkiller (1E 478 - 1E 480 )
◾Wulfharth (1E 480 - 533)
AD and DC leaders may be high king/queen in this time.
◾Jorunn the Skald-King (2E 583 - 2E ?)
OR this time.
◾Istlod (4E ? - 4E ?)
◾Torygg (4E ? - 4E 201)

Im not sure, Im not great at the Lore of Skyrim, less the high kings, but I can assure you the wiki is not a reliable font of information regarding this. I would stick to this in matter of cannon http://www.imperial-library.info/content/second-era
There is no mention of knowed high kings in that exact period.
I can be wrong tough.

There can't have been that few kings, there is like a 3000+ year period atleast between the first king Ysgramor and Jorunn the skald king.

And I don't understand your question..

yeah its not very reliable cause it was on Unofficial elder scrolls pages website. Its just a theory but it may be possible BUT the thing i really want to know myself is if the EP, DC or AD transformed the Imperials some way like creating new laws or if Jorunn ever was high king. Thanks for link though :). Only way to find out lore anyway will be to play it when it comes.

Well the reason why there are only a small list of them is because these are just ones which UESP have known about. Of course there would be more in-between these times but in case you didnt know the elves of elder scrolls live longer than the human races. Also what do you mean by the last sentence? Also i found this list in 2 mins after i was trying to decide which side of army in skyrim to join for my first character which i made when it came out so its just a dodgy copy paste of a wiki page.

not necesarily, the time of teso is at the second empire, timber septim the nord founded the third some time after the teso timeline

I believe this empire is founded by Alessia or something who was born in cyrodil

Uh,if I recall correctly the Empire,yes was found by Alessia,but in the time of ESO,there isn't a Tiber Septim then,I think.Because the ESO begins in 2E 268(or something like that),so when the faction that wins the war takes the throne,probably his son would be the last of his line,and then Tiber Septim takes the place(but that's just guessing).

just know that according to uesp tiber septim founded the third empire the first I believe is the alesian order and the second before the septim empire the reman empire which is co-founded by alesias ghost or some weird story
