provision boosts

Ok so your foods temporarily boost a stat's maximum value while your drinks boost the recovery rates of expended stats. Back in skyrim I was always going equipped items that boosted ny magica recovery rate. But then I read somewhere you get more bang for your buck if you boosted the stat instead of stat recovery. Natural recovery was a fixed rate based on the stat's total number. So, the bar may be moving kinda slow but its cuz you got a ton of points to recover. The actaual number of points being recovered per second might be comparable between a big stat boost and a big stat recovery boost. But the bar moves slower.

is this how eso works too? Can anyone confirm or poopoo my theory?

No. ESO seems to use only the base stat value to calculate regeneration rates. I had the same question early on and did some testing. If you boost your max level (with food, not sure about enchants/mundis stones), it actually takes longer to fully recharge (i.e. it charges at the same rate whether level is boosted or not). What I didn't realize for a while was that the regen numbers are applied every two seconds when in combat (it says that now in the tip, but I don't think it did originally). I personally feel that the regen rates are too low to be useful except in very long boss fights.

I do find regeneration very useful.
I'm a tank though so I drain my bars rather slow anyway.

Yeah, for me the only time I feel beverages are useful is when I'm in an area with a lot of enemies and I'm running from fight to fight. The recovery helps me get a full meter without having to wait before engaging another enemy. I really don't think beversges are worth messing with. Your mileage may vary.
