Well... DLC's aren't really based on races and while I've never played as a Redguard myself I still like them and I'm certain I'm not the only one who does.

I like Redguards as well. In fact, it's a toss-up between Orc and Redguard for my primary TESO character.

As for a DLC - As Baldar said, they aren't based around specific races. I don't see it happening. There really aren't all that many quests with Redguards in Skyrim, but I haven't really kept a tally on which races are featured in quests.

Daggerfall Covenant (Redguard)
It's easily explained with this chart: http://www.uesp.net/wiki/Lore:Demographics
The population of skyrim consists of 48% Nords and only 5% Redguards, logically, this means there will be more quests circulating the Nords.
Most of the races have a pretty low percentage, for example the Khajiit are down to just 3%!

Cyrodiil, being the Imperial province, has a greater diversity in races. With the dominating Imperials on 25% there is a lot of room for the other races.
Keep in mind these percentages only represent friendly npcs and not hostile ones, like bandits.

I liked Redguard well enough to tide me over to Morrowind and the Arena/Daggerfall series contiunation.

There are so few Redguards because they are the remnant who survived and made it by boat to Daggerfall after their continent Yokuda was sunk, by their own crazy wizards, I think. They had some amazing sword/magicka going on in Yokuda but somehow it went all wrong and the island continent sunk in peices.

TESO - - Multiplayer: "M'aiq does not know this word. You wish others to help you in your quest? Coward! If you must, search for the Argonian Im-Leet, or perhaps the big Nord, Rolf the Uber. They will certainly wish to join you." M'aiq the Liar.

"Va Khaj Dar - Khajiity's united? M'aiq will join!" M'aiq the Liar
