Though I agree we could be a little more constructive as the OP requested...

Orsimer: live and breath war, holding honour and courage above all else. Orsimer have incredible strength and love to show it on the battlefield. But, fighting is not their only asset Orsimer are known to create the finest weapons and armour in all the land making them and their allies even tougher to face on the battlefield.

Redguards: legendary warriors and survivalists. Their swordsmanship shall surely be the undoing of any opponent on the battlefield, Redguards are also supremely athletic and quick footed giving them another edge.

Bretons: gifted in the arts of speechcraft, magic and strategy who better to lead such a powerful force than the Bretons if their magic will not eliminate you on the battlefield surely they will outwit you with strategy instead. (We also have a lot of Ezio Auditoure wannabes due to the cinematic trailer) :)

I don't see the AD ruling any time soon. They are way too hungry for power, and they will use their high positions in their own interests, not in the interests of Tamriel. You know how, at the College of Winterhold, that Thalmor guy wanted the power of the Orb of Magnus for himself? Well, that's what all of them will be like. And giving them the Ruby Throne will only help them conduct experiments more easily.

Now, I don't see the Orcs having the Throne either. They don't have the necessary wisdom (in my opinion), and they'll be very aggressive rulers, making a rebellion imminent. Perhaps Bretons have a chance with their speechcraft and strategy, but I'd say the ruling faction should have a tight grasp on the AD and watch them closely, we wouldn't want any unwanted... whatever the AD do in their free time.

I believe the EP are the ones to rule. The harmony between the three completely different species might be an inspiration to the other provinces threatened by racism. The Nords and the Dunmer would know peace, the Argonians won't be called 'lizards' anymore. Plus, the combination of the Nords' fire will and physical skill, the Argonians' craftsmanship, the Dunmer's arcane knowledge and sneakiness will create a perfect balance.

Every faction in this is objectively speaking good from their point of view. Each group has rather odd quirks and rather difficult things to explain if wanting to rule. As for skill sets in the end these groups are pretty much balanced though some excel in one area more than others the others make up for it in another area so in the end they are very evenly matched when it comes to that form of thing.

If we are going at this from a game perspective my honest opinion is who gives a shit...mainly cause we the players will make these calls and we will be the ones doing things so on so forth and in the end most of our efforts don't matter cause this game is a prequel that well really ends in Tiber Septim to rise up later and take rule so who cares is the main point at least from a game perspective. This game is taking place during a war that while important in shaping certain things really had little to no impact on further events in the series other than a few feuds and rivalries being escalated once more and not left to die down. It gave respite from a few things such as slavery yet again for little more then a hundred years before well they were reinstated. So in the end it really does not matter other than lets have fun in a war that realistically almost every faction will probably regret or does regret because it was mass death with no real solution other than they all went separate ways and retreated back to their respective places.

As from a lore perspective Nords or Imperials typically are the best rulers (Though sometimes they are the worst) now this is supported by the fact most of the most accomplished and influential rulers were of these two races. They typically are the guys with the skills to fit the job whether it be military wise or diplomatic wise they usually fit the bill. They are generally the most fair of the races (Imperials more so than nords). The bretons have far to much division and corruption as well as much to focused on making their coin which is all well and good, but could derail many institutions turning them into no more than a quick cash grab. The orcs don't want to rule, the redguards don't want to rule, because they both just want to rule their homes and be left to their own business so count them out. Also just going to throw this out there everyone is acting like the DC is a happy little alliance and the EP is the uneasy alliance while this is somewhat true the fact is the DC races have fought more actual full blown wars against one another than any of the EP factions have. The EP factions particularly the dunmer and nords actually have a high respect for one another and a mutual acceptance even despite their conflicts they give a respectful nod for how strong and talented the other group is.

The redguards and orcs flat out hate each other in almost every way. This works for the dunmer and argonian as well who pretty much just do not get along in any facet though some dunmer and argonians try to bridge the gap it's rather hard. So personally the only real true easy alliance is actually the AD. The bosmer and altmer work together quite a bit and the khajit kind of are indebted to them at the moment and even then the bosmer and khajit are enemies as old as their two countries have existed so again we have in each faction at least two races who just traditionally do not like each other and fought each other on a pretty regular basis.

The argonians are isolationist, the bosmer, and the khajit are both the same so we can count them out on wanting to rule and expect them to maintain wanting their cultural homelands and to rule those while being left alone otherwise. So now we are left with other than the bretons (Corruption) altmer, nords, and dunmer.

The altmer are egotistical and to some degree they should be. They are one of the elder races the entire language every person uses in ES is based on their language both written and spoken are both theirs and everyone uses it I mean that is huge. They are the most magically apt and have the most understanding of other planes and the world of nirn. They have had the wisest and greatest wizards though some have turned out to be rather malicious and evil, some have been good, and some have just seemed not to care. The altmer are fascist in nature believing in the betterment of the race and their country above all else. They believe in racial superiority and purity all these things lend themselves to a fascist regime. While they are not necessarily bad they are kind of harsh. Arguably it makes a much stronger and smaller population which helps limit resource expenditure and a lot of other things. So it can be a really good thing and in fact it has worked for them remarkably. Now they would treat their own race better and expect sacrifice from others beyond reason and all that is inherently negative, but some of the more controlling and harsh things could prove to better and advance tamriel. The general populous would probably become more educated and such.

The dunmer...simply put I love them, but not in any way should they be at the head so before going into explaining the multitude of reasons why they would probably in truth be worse than altmer/nord/breton/imperial at leading a multiracial conglomerate. I can say a few thing they are to prideful they are to different in their traditions and culture and their religion is at odds with every other religion whether it is the old tribunal or the new tribunal of the living gods it is at odds with others. They are unrelenting and they are a prideful people who do not give into asking for help while they are some of the best military commanders and some of the most resilient inhabitants of tamriel they can truly only lead their own kind or those who live their way of life.

The nords I personally believe though they can be racist are arguably the best race to lead tamriel and well in many ways that has been proven by lore and events in later game sand later events. They can be a kind and generous people even gifting solstheim to the morrowind refuges in the fourth era. They are a strong and wise people that live at one with the world in many ways. They have had most of the best generals of tamriels history. While they are not as civilized or as versed in trade and the skills of merchants they are more versed in the trades and struggles of the common man such as a miner or lumber mill worker. They understand the soldiers life and they understand the hard working mans life and that leads them to look out and take care of the average man. There is much less poverty and in fact just much less focus on money in a government like theirs which is a good thing for many inhabitants. There is less room for bribery as they are an honorable and honest people who would scoff at such a thing. They do tend to be harsh to elves and both sides in that are wrong. They do tend to be somewhat fearful or harsh on things they do not understand or revere such as magic. They do however tend to at least allow it and not put laws down about it. Maybe it minimal tolerance, but it is definitely the most we could get from anyone other than the bretons who would tolerate anything that has the coin to back up why it should be ignored.

Really it ends up which you prefer the bretons would be the most diplomatic and the most trade (capitalist) and the nords would be the most (Barter/Traditional/Tribal). One would look out for the nobles and the magically gifted though it would not stamp out the others it would on most occasions ignore their well being and may inadvertently hurt them or maybe even intentionally if it pads enough or the right persons pockets. The nords would shaft some responsibilities and may be lax on things they shouldn't allowing hate crimes, but they would treat the hard working and the common people with kindness.

This is what I Think about this. Most of the Emperors have been Bretons, or spent their youth with Bretons and they have done a good job with ruling from the ruby throne. And while most of the Bretons are middle-class peasants, they still dont treat everyone below them like crap, they are not so different from the other races of men, they are a friendly race, though many strive to reach nobility wich is a part of their very culture. And most Bretons prefer a calm and peaceful Life. But how they have it is not unique, the Nords for example also have the same hierarchy, they also have a minority of nobles at top and mostly peasants and non-rich people below them, the situation in High Rock isnt very different from that in Skyrim if you look on the society except that Skyrim is more United ((usually in the lore anyway)) and that they are not very fond of magic while the Bretons are and magic is an importnant part in their society. And Cyrodiil also has pretty much the same society as the Bretons, though it also is more United in the lore. The Most Cultures work the way the Bretons, Nords and the Imperials work when they have people who handles the farming and such work themselves and not slaves that do it for them. So I Think that they would do a good job with ruling, and while the Bretons may be fond of making Money, the risk is not much larger that they would ignore things for Money than if Another race would do that. The Nords would make the Life fair and good for the humans but for the other races... the Nords would not make Life as fair for the Elves for example. Well maybe the Dunmer and Argonians but not for the other ones. The Bretons would probably not make it as fair for some Elven races aswell, since they have not Always been friends throughout the history :P and the Bretons mongrel blood would probably make so that they treated all races pretty well.

I would Think actually that an Argonian, a Bosmer or a Breton would do the best job with ruling. But remember, everyone is not the same in a race just because that they normally are. All races have people that would do a great job with ruling from the ruby throne.

This is just my opinion though.

@archmage alator ugh ok bosmer and argonians would both be terrible.........on a racial standard they would be awful at the job of being emperor of such a large and interconnected land....they are far to isolationist and far to different and detached from the other cultures to have that work....

As for the Bretons in almost every game every race makes jokes and statements about the high courts of High Rock and the corruption and money grubbing nature of it all. Most important emperors mainly the septim bloodline have been nord/imperial. The nords on an average basis are really not that racist in fact the only universal thing among them is their disdain of magic or distrust of those who use it. As for elves it is pretty split on their reaction excluding altmer who they are very disdainful towards. Otherwise I think they would treat people fairly. The bretons do go for the highest bidder and it due to their merchant and quick money making preferences they are the most easy to bribe and be corrupted by money other than the imperials who well are also notorious of the races of men only the nords and redguards can claim to value honor above coin. To me personally that makes them a better ruler, though I do agree there is a lot of similarities. Also to note in the 3era handbook it states that high rock is almost in constant war whether it be territorial, political, trade, or otherwise there is always some fighting and some mayhem going on in highrock. I am not sure about how many emperors were bretons as I do not recall any of them actually being bretons I do recall a few spending time in High Rock, but the Septims were not bretons and they were the most important blood line and though I am sure they did spend time in high rock, but I feel part of that is mainly just to learn how intricate and confusing or chaotic politics can be. It is basically like hey let us put you in this crazy mash up of constantly vying factions to let you see how you make things work in your favor. If you can do it there you can do it anywhere.

I think the only races that could effectively rule for better or for worse are Bretons, Imperials, Nords, and Altmer the others would cause far to many problems in almost every way fathomable.

Not all the Bosmer or Argonians would be terrible. I just gave them as an example because that they would make it the most fair for everyone ((atleast what I Think)) for all the races. The Bretons would probably make the best rulers...

The Bretons are pretty feudal yes. But they still is not corrupt ((some are, but there exist such people in all the races)) and there have been a huge ammount of internal struggles and wars in several other provinces aswell. And many may be merchants but not everyone are, so their rulers dont just go to the highest bidder and do as they want in Exchange for Money. And there are jokes about internal struggles not corruption. There are not more corruption there than it is in Skyrim and the other provinces ((well maybe but there are no evidence, there exist corruption in all the provinces)). The Nords are generally one of the most racist of the races.

The Bretons would not make bad and corrupt rulers, the risk for that is about as large as if a Nord would sit on the ruby throne. They may like on earning Money but they are still not a corrupt people.

And this is from a book made by the devs... "The secondary reason for the lethargy of High Rock had to do with the depth of relations between the province and the Septim Empire. For the first time since the beginning of the Dynasty, an Emperor ruled Tamriel who was neither Breton nor had spent any of his childhood in High Rock. The difference between Cephorus II and his cousin Uriel IV who preceded him was appalling to the people of High Rock. Even mad Emperors like Pelagius III revered the Bretons over all other races, and cousins and younger siblings of the Emperors have ruled in High Rock since the foundation of the Empire...."

As I understand it, the EP don't actually want to rule Cyrodiil and reform the empire, they want to be independent. That's the reason three erstwhile foes can function together, because they all want the same thing, and that thing does not require long-term cooperation.

That is basically all the pact wants=not to rule Tamriel but to be independent and ruled by leaders in their own provinces like the Nords and the high king or the Dunmer and the tribunal council.
