It's the fact that Argonians are good at Guerrilla warfare due to them fighting off many invaders, and due to their geography and nature they good at it. I hope that helps, if not I don't quite understand what you are asking. Are you asking why they are good at Guerrilla warfare or what it means.

Ogrug- Orc Warrior Son of Bludghul
Heceril- Altmer Vampire Lord
Frelav- Nord Werewolf

It focusing on ambush tactics and a quick retreat.

its the way you fight warfare if you have less men then the enemy but know the territory very well.

a guerrila is a ape which is a mammal =P

Guerrila warfare is a fighting style used mostly by defenders in an inviroment that they are farmiliar with. It is a irragualar fighting style that for the most part uses hit and run tactics, and ambushing. Guerrila fighters take advantage on there knowledge of ther terrian (invaders wouldn't know the land that well) a force using Guerrila fighters is ussaully out numbered
some examples of Guerrila warfare would be: native americans during the coloneal times, Vietcong in Vietnam, or the Teliban in Afganistan. If you have ever seen the movie 'the patriot' the malitia uses a guerrila fighting style throughout most the movie (just a nameing few from the top of my head)

I hope that helped clearify things.

Edit: damn! got ninjad by @sordak

Hit & run pls.
But really, these two guys explained it pretty well.
I personally view it as a more tactical way of fighting, and should be used (cautiously) if you have less men, which is pretty fitting seeing as how there are less Argonians then Nords and Dunmer. (Player-wise and maybe lore-wise?)
