Was it possible he was born that way or did he recieve some blessing from Akatosh?.
Perhaps it was like his destiny to defeat Alduin but he used his power for his own ambitions.

It never really says how/why HE was dragonborn. It might be possible that Hermaerus mora managed to give him the gift somehow.

Perhaps he got it the way we did in Skyrim, blessing of Auriel or Haermaus Mora gave him that gift.

Both the Dragonborn (Your Character in Skyrim) and Miraak dosent have a "prehistory". We do not know how they became dragonborn. However we know that miraak, betrayed the dragons during that era, and then he hid in Haermaus Mora's realm. He might have been a Dragon priest(He is from that era).

I guess you can put it simple, Dragonborns are rare individuals who has been born with the blood and soul of a Dragon, but the body of a mortal, and can naturally learn and speak their ancient and powerful tongue ect. What Miraak chose to do with his life (betray dragons) was up to him.

Not Set
It does say here "He came into possession of a Black Book which in turn lead to him to servitude under Hermaeus Mora, the Daedric Lord of Knowledge and Fate, WHO TAUGHT HIM A MEANS TO GREAT POWER." That "great power" was the Bend will shout, so I`d guess that Hermaeus Mora taught him that Shout, and later on he "forced" the dragons to teach him the rest... via the Bend will shout, which gives you control over everything, including Dragons. However, this was written on the elderscrolls.wikia, and some say that it is unreliable.

But then that wouldn't explain how he'd learn to devour the souls of dragons right?.

If he used the shout to force them to teach him it's possible there is a forgotten soul eating shout, since there are countless forgotten words of power.

Not a direct answer but it explains a little of it.

I consider Miraak both a dragon priest and the dragonborn. Note that we do not know the accurate amount of dragonborns born, there might be numerous of them born every few hundred years. The problem is that if there are no dragons around, they will not know that they have such power (Notice the eastern egg from guard: "Maybe I am the dragonborn, and I don't just know it yet"). Thu'um isn't exactly something one can just learn, mastering thu'um to a level of dragonborn is next to impossible for those who aren't born with the gift. You cannot devour souls of the dragons without the dovah in you.

you know, you kinda get born the part.

The thing is: Dragonborn =/= Dragonborn
THe LDB and Miraak are not the same kind of Dragonborn as lets say Reman Cyrodiil, or Talos, tho talos is ALSO the same kind of dragon born as we are (probably)

Blessed by Akatosh =/= Born with the soul of the Dragon.
