I had to make this post, because I am annoyed to see the prices going from 300g until Thursday to 2000g today.
And what crossed me more, is that every time I do say on zone for people how to do it, and not buy on the stupid prices, I receive plenty of hate and swearing whisper messages. And today that was the tip, since in one single instance I received 6 such messages from different people. (and whole zone was thanking me).

What you need to stack the odds to find them is to have Woodworking, Blacksmithing & Clothing to level 5.
It is not that difficult to be honest, just harvest some wood, jute, rawhide and ore and make level 14 items. (it will help financially if you have a nice stock of your racial stones gathered and you do not have to buy).

a) Then if you are in AD, every time you have to deal with your bank, visit the Vulkhel one.
Scan the ground floor. Wardrobes, desks, chests. You will find one every 3-4 visits. (different instances).

b) You can find them on any place you visit often, and has wardrobes, chests (the triangular ones), etc.
Like the castle in Skywatch, or any similar type building on the other alliances.

c) You will find them, in urns in group dungeons. I found two on Banished Cells.

However (A) is what I did mostly, found gazillion of them to allow me learn the motifs, sell a few for 300g on early days and supply my guild and my friends when the prices creep up.

Finally, buying resources & items from people you do not know, be certain that the money going to the gold-farmers that will sell gold to someone else for real money. You can farm all the resources on your own, you can craft anything, and just keep going with drops & white gear until level 50.
Then you will have so much improving mats, that you will have no trouble make purple gear.

(Enchanting is the tough one, but just buy the damn glyphs then).

Nice insight, thanks.

Do you mean, I need to get all my crafting skills (woody, smithy, clothy) to or beyond level 5 to maximize my chances or only one of them?

Who controls the Septim crown?
Who keeps the Allesian Heresy down?
We do, we do

Who knocked Yokuda off the maps?
Who keeps the Dwemer under wraps?
We do, we do

Ow, and if you are in Vulkhel, after you checked the bank house enter the temple of Auri-El. There are 4 wardrobes along the walls just when you step in.

Thank you for this because I have not found *one* so far.

Hearing other people *complain* about "whiners complaining they've never found one" or listening to people in /zone squalling for a freebie... It's time to speak up as a rando in the middle. Simply playing as normal, YES i loot everything everywhere like a compulsive disorder klepto, I have not found a single racial motif of any type. This advice is welcome.

It is not at all difficult to get crafting skills to level 5. Harvest every bit of iron and jute you see, explore around the countryside especially where there are not many other players, and keep all the raw hide scraps you get from adventuring. Refine these all yourself, and use the refined materials to make gear. Keep every looted item that has a trait for research (if you have the inventory space), except for intricate and ornate items (those traits cannot be researched). Deconstruct every intricate-traited item you find (at least once you have outlevelled it) for the extra inspiration. As mentioned above, trade the stuff you make for the stuff other people make, if you have the patience for the mechanics needed to do so (e.g., spending time in chat if you don't know any other crafters).

I have not gone after crafting to the exclusion of anything. Crafting itself takes far less time than inventory management. I have so far used crafting to make items that I use as soon as I reach a level to use them. I think all my motif-relevant crafting skills are 4 or 5 right now. I've got at least 3 racial motifs so far (I'm not paying a lot of attention), and I've gotten several duplicate books that I just sold to vendors to clear my inventory. I see chat requests for outrageous amounts of gold for the books. I could use that kind of bread, but I'm not willing to invest my precious gaming time to hawk things, or to take advantage of other players.

For motif books (as with recipes), always look in every container you come across. I think they are more likely found in desks, dressers, and the like, than on corpses.
