How will it work?

Can I completely mix and match providing I end up with 1 Ultimate and the right amount of Actives and Passives?

Can I choose an Ultimate from the 1st tree,
Actives from each tree,
And a Passive from each tree?

Creepy

Yes, and yes...the skies are the limit - your only real concern is the original template i.e. which of the 4 classes you select and then the 3 lines of development.

Thereafter there are no limits so getting your avatar bang on at the beginning is the hardest part. Get that wrong and you will be back to the drawing board.

But what if I can't decide? Or what if I want a diverse character so I want to allow a bit of struggle at the beginning so that I can have a wide variety of skills toward the end?

No - you have to select a skill tree early on so best to do some research as skills are now available on line as to what the classes offer.

What? Sorry, but that last thing is completely wrong. You do NOT have to choose a specific skill tree within your class. Your class has three skill trees that you can pick and choose whatever skills you want from them (provided you have the skills unlocked). All three of them are open to you, as well as any skills from the other trees. Just not the class-specific trees for classes that you're not. For example you can't be a Sorcerer and use a Nightblade-specific skill, but you can use any/all of the generic lines such as bows, dual-wielding, heavy armor, 2-handed, etc. Each of the active skills on your hotbar can be from a different tree or all of them can be from the same tree. It's completely up to you.

As for passives you can have an unlimited number of passives going as long as you meet the conditions for activation, such as a heavy armor passive will only activate when wearing heavy armor.

I played Closed BETA so will say nothing more on this subject.

So have I. Your point? Nothing in the closed betas contradicted the public statements that ZOS has been saying about the skill lines during the entire development process. You do NOT have to choose a single skill line from your class. You can freely pick and choose from all three of your skill lines provided you have the skills unlocked in each line. The only skill lines that your character can't take are the other class' skill lines and racial bonuses that aren't from your race. Everything else is free and open to use (provided you're wearing heavy armor to use a heavy armor skill and the correct weapon that goes with the weapon skill). If anything, look at the gameplay from Nick Konkle during Quakecon for proof. He was using skills from multiple skill trees of the templar all hotbarred at the same time.

Yeah, I've played closed beta as well and have no idea what your talking about with picking skill lines. You pick a class and that gives you three starting skill lines.
