You gain Ultimate points by using Finesse, not just by slashing randomly. Also you do get XP by killing monsters; it's just not as noticeable as finishing a quest or discovering a new location.

As Sienna said.
Here is a couple of things you can try!
Find a humanoid enemy, fight them slowly, use an ability, block their attack, use your own. use a heavy attack after blocking their special attack.
You should find that your ultimate will build up pretty quickly and you might even get better loot!
Alternatively if you feel up to the challenge, fight a group of enemies, I find I can build up a full ultimate off a group of 3 enemies if I pull it off correctly.

As for experience, again just elaborating on Siennas post.
Killing a random enemy will provide experience, but a small amount. Unless its an enemy in a dungeon, which provides little experience.
Completing segments of quests provides no experience, however finishing that entire quest will provide you will a large amount of experience and provide you with gold and potentially an item.

Depending on your level it becomes increasingly difficult to advance more levels.
Another quick suggestion is to get a friend who can heal you go to a crowded area and gets lots of them to attack you, and kill all of those enemies.
Its called AoE grinding and its the current fastest known way to level.
I would however recommend leveling by quests.

honestly the amount of xp gained from frinding mobs was so unnoticeable my friend questioned whether you got xp at all.

its to discourage grinding.

your largest xp gain is from quests. im talking two quest chains and youre half way through a level

Are you maybe over-leveled against the enemies you're currently killing? I noticed during the beta that when there was too much of a level gap you got no exp and your ultimate wouldn't charge at all.

Yeah, I thought I seen that too. I was thinking maybe the exp points increased exponentially as you lvl, but I was 8 hitting 4 and killing dozens but Lv progress was totally unnoticeable. And I noticed something funny about my ultimate not charging too.

Skyrim conquerer. Morrowind and Oblivion vet. Long-time single-player computer gamer W/custom-made hi-perf OCd PC. Mostly RTS and a few action games.
