When crafting items, you have the option to use more ingots. Increasing the number of ingots used will increase the level of the item.

The fires burn. Our supplies are spent. Axes are dull, and armor is rent. The enemy approaches, our doom, they seek. We are Daggerfall Covenant. We are Orcs. Our comrades, they come, for glory they seek, at the side of our iron and steel. We will not fall.

ok only been playing ESO for 2.4 months but am at lvl 50 blacksmithing rank 9 on materials so can use upto rank 140 mat's can use all enhancement's on most lvl's but 29 day's research is ..... maybe later.... so start with IRON ore yep you can work that from day 1, all items weapon and armour, now you need skill points, go kill something.
check the wiki eso site read on crafting skills and think on what you want to be .... then play the game and actually enjoy , rather than running from quest to quest having no clue.
Oh get into a guild as soon as you can and don't accept every quest that appears, and the last piece of Ouch advice is make sure you make multiple of anything you make alchemy, enchanting and provisioning.
Skill point's again, sorry.
it's a pain if you have to spend Crown's to modify your abilities but can be worth it.... there are a lot of ESO website's out there, find some you trust.
anyway stay alive and smile.
