At one time, the Men and Snow Elves of Skyrim peacefully coexisted. However, for whatever reason, the Elves attacked the human settlement of Saarthal. However, the Men managed to fight back, forcing the Elves to turn to the Dwemer/Dwarves for help. The Dwarves agreed to shelter the Snow Elves, but forced them to eat a fungus that blinded them.

Eventually, they gradually evolved into the creatures we see today. To make up for their blindness, their other senses improved. If you ask me, they became so ugly because sexual selection wasn't coming into play; no ones cared about appearances because they were blind, which allowed uglier individuals to pass on their "ugly genes" to their offspring.

By shock. By frost. By flame.
The Aldmeri Dominion will dominate Tamriel.
Our enemies will fall until the Throne is ours.

They attacked Saarthal, because they saw how quickly hunans reproduced as compared to mer. To them, this meant that the humans would outgrow them in numbers, and they saw men as mere pests that they could try to exterminate like any other "invasive species".

while playing Skyrim Saarthal is where the School of Winterhold finds the Eye of Magnus it is my belief that the elves were simply scared that the nords would find the eye and use it's terrible power so the elves went on the offensive and sacked the city to prevent the men taking an upper hand in a fight as well as protecting the land. I also agreed with the population explosion of men and the elves fearing there people would become a minority

Well, some people say Mer and Men actually reproduce at the same rate. I don't think the reason for the Elves' attack is known. All we really know is that they wanted to keep the humans in check. It was most likely because of either the Eye of Magnus or population concerns (or both).

Why do people think they turned into Falmer? Snow elf means Falmer. The Falmer became what we now know as Falmer after being driven out of their homes by Nords. The Falmer went to Dwemer and asked for refuge, the Dwemer accepted and they lived among the Dwemer. The Dwemer started to feed them a special species of mushroom which renders its consumer blind and various other effects, as a result the Dwemer, an amazing but incredibly cruel race, now had a whole population of slaves. These slaves were the Falmer as we know them now. But when the Dwemer disappeared, around the end of the battle of red mountain, the Falmer were without masters and merely crawled deep into the deepest resceses of the world becoming a legend, a memory.

It's something that the creators obviously intended, when they labeled the devolved version's weapons and armor "Falmer", but label the armor of the Arch-Curate of the Chantry of Auri-El's armor Ancient Snow Elf". So, to answer your question, it is because of what the devs implied through labeling.

Silly devs, they don't know their own lore. It gets slightly annoying though, some people think Falmer means Blind elves as a result of slightly controversial books and prompts on loading screens.

I think they used it loosely to easily differentiate between the two. But people misunderstood and started thinking there was a difference between Falmer and Snow Elves.

It was in my understanding from reading various books throughout skyrim and different lores that when the humans showed up, they attacked the snow elves wanting their lands and their treasures, like they did with the forsworn

No people Nords simply didn't like Elves, they didn't like abiding by their laws and rules. They wanted their own land and own monarchical system etc. The Falmer's reaction was slaughtering most of the Nords 'on the infamous night of tears' but Ysgamor came back and killed vast numbers of Elves so on and so forth. I'm a real lore nerd. Be it TES or LOTR, I know most, not all, but most.
