I doubt that vampirism and the werewolf equavilent will be contagious. It had been mentioned that both are going to be acquired through a perk so I would think we will be doing a quest chain more then likely to get the ability to be either a Vampire or Werewolf.

If I recall, they said you "get a perk for being a vampire or a werewolf". Not "you become a vampire or a werewolf by a perk". Big difference between those two.

Edit: came upon this video, check at 5:20: http://www.youtube.com/watch?v=m4AyeNth-o8
It sounds to me like you already have the disease, and then you use a skill perform the transformation.

From what they said it seems there will be several perks, many abilities you can aquire through different quest lines and for different reasons. How exactly they will fit in the game is still unknown, but it seems they will be something minor and not game breaking. If they are just a skill that you place on your bar, they will still take up a skill slot, so we probably won't see many people using them as it could hurt their spec if it doesn't do good synergy with the rest of the skills. We will have to wait and see how they implement this.

I personally think that the transformations will be in your "ultimate" slot. The transformation lasts a certain amount of time, and during it your skills will be replaced by the transformation skill. Making it an ultimate will prevent you from just spamming the transformation since you need to build finesse before using ultimates.

Making it un-spammable will also allow it to be to be powerful while still keeping character balance. If I'm turning into a werewolf/vampire lord form, I want it to be useful/noticeably powerful instead of just being a coolness factor.

I think that transformations will not have permanent effects that limits your gameplay, such as if you are a vampire you are unable to go outside during the day without taking damage or having a disease debuff that lasts more than a couple minutes at most. I feel that the abilities associated with a transformation will not be able to be spammed as mentioned by the above post, but rather a special ability. Listening to the ESO podcast, Jesse mentioned during the Alpha there were five ability slots and one ultimate ability slot, so those transformation associated moves could be activated in a sequence of moves when that ultimate ability is pressed.
