Weapon Skill and Armor Passives question

I know class passives you haft to have the skills equipped on your hot bar to get the passives.

I am wondering if I use dual wield, but have all class skills on my hot bar if I will get any dual wield passives?

Also armor passives, my guess is, the more pieces your wearing the more armor passives you will get. I am also wondering if your skill level in that armor matters about what passives you will get as well.

Any information on this appreciated

The dual wield passives will be active as long as you are actively dual wielding.

Armour passives I believe work in a way that it will say "1% per piece of heavy armour" etc.
So you could be wearing all (7?) heavy armour and get 7% bonus in that particular status or wear 5 heavy with a 5% bonus and 2 light armour with a 2% bonus on their passives.
Certain skills will require X level (in that trait) to unlock and the passives will still require skill points to gain. I imagine they will be able to be morphed as well, so yes, the more you level that particular skill set, the more you open yourself up for additional or improved passive effects.
