Why is the Black Hand not in Skyrim?

So i was doing my second play through of the Dark Brotherhood questline in Skyrim and it crossed my mind that the Black Hand isn't in the game D: I loved this group in Oblivion so i am wondering why the hell they aren't in Skyrim?

Also as a side question, without the Black Hand and a Listener, how does the Dark Brotherhood know of people who have preformed the Black Sacrament?

It's been a while since I've played it, but wasn't the whole Brotherhood nearly obliterated and didn't the Listener vanish (or never came up again). Without a Listener, there is no need for the Speakers; no need for the Hand. Also, remember that they aren't a group like the Nightingales. They're more akin to officers in the army or a council for the Listener. If the Brotherhood is failing, then so will the Hand.

But, like I said, take this with a pinch of salt as I haven't played Skyrim in a while.

From what I understand in Skyrim that branch of the brotherhood was not as strict as the one in Oblivion and had more or less a lack of structure which is why I believe Ciciro and the mother where sent to skyrim to bring the radical family back into the Dark Brotherhood and return it to the 5 tenants that the brotherhood was founded on.

I believe the way they found out who did the Black Sacrament was just by listening for rumors, or maybe they had spies. I know that it was brought up at least once in the game, but I don't really remember. I agree though, the Black Hand was one of my favorite groups in the Dark Brotherhood.

The Black Hand wasn't there because the Dark Brotherhood itself was in shambles. There simply wasn't enough members (or structure for that matter) for the Black Hand to exist. There was also no listener. Without a listener, there is no need for the hand.
